Arunachal celebrate Dree
CM lauds the Apatanis for magnificent social set up
ITANAGAR, July 5: Dree, the agricultural festival of Apatani tribe was celebrated across the state with traditional gaiety and fervour on Tuesday.
Addressing a mammoth gathering at Dree celebration in Ziro, Chief Minister Kalikho Pul said “I salute the forefathers of Apatani people, who devised such a magnificent cohesive social set up and social engineering that has withstood the test of time in unifying the people despite tremendous onslaught of rapid modernization in this 21st century.”
He said that the celebration is a manifestation of the spirit of mutual understanding, camaraderie and unity.
‘Similar to Apatanis, our state has rich oral traditions, customs, and beliefs which need to be preserved and documented for future generations for which the state Govt. will provide the necessary funds’, he announced.
He lauded Apatanis as one of the most respected and progressive tribes of the state that produced innumerable officers and successful businesspeople due to their hardworking nature which need to be emulated by other tribesmen.
Assuring to change the road map of Ziro in the coming days, Pul appealed people to eschew political or party lines in developmental process and be a part of it instead.
He stressed on early starting and completion of Trans Arunachal Highway from Potin to Daporijo and construction of a Civilian Terminal at the ALG to enable the fixed winged aircrafts to land for commercial purpose.
Pul pledged to arrest unemployment by creating more job opportunities for the youth and informed that Health Department was soon going to fill up vacancies for 2541 posts, 2000 by Police Department while Education Department would create posts of Arts, Music and Crafts teachers for all-round development of children.
Making the intentions of his Govt. clear in bringing about all-round development to doorsteps of the people, the chief minister announced that his Govt. was committed to work seriously for the people in letter and spirit.
“Unlike the previous Govt., ours is a corruption free Govt. committed to serve the people rather than bullying or applying the pick and choose methods. We are now regularly paying stipends to students, bills to contractors and we will also implement the 7th Pay Commission as and when the Centre implements it for benefit of our service holders,” he announced to thunderous applause while adding his priority sectors are Health, Education and early completion of the TAH and East West Corridor Highways.
Meanwhile, responding to a series of memorandums submitted by various NGO’s and people of Apatani Plataeu, Pul assured to set up a Cold Storage at the foothills of Lower Subansiri District for benefit of local Kiwi growers and vegetable farmers of the Districts, opening of a Police Station at Old Ziro after consultation with the DGP, additional grant of Rs two crores to the already sanctioned Rs 1 crore for a new Dree Ground under the State Infrastructure Development Fund, providing of a corpus fund by state Govt. to Achkuru Society working for the cause of orphans and destitute, renovation works of Govt. Higher Secondary School with boundary wall and District Hospital with provision for modern instruments.
Parliamentary Secretary for Home, Paknga Bage appealed the youth to be torch bearers of their society and to lead in protection, preservation and promotion of their rich customs and traditions.
The young legislator also announced Rs 5 lakhs from his MLALAD for Dree ground development purpose.
While informing the essence of Dree festival, chief patron of the celebration committee and local legislator Tage Taki pleaded the chief minister to sanction independent Additional Deputy Commissioner post to Old Ziro Township with more than 15000 population that came into existence in 1951, additional grant for a new and wider Dree ground and conversion of District Hospital Ziro into a State Referral Hospital.
The daylong celebration was attended among others by MLA’s Tamar Murtem, Markio Tado, Likha Saaya, DC and SP Ziro, all HoD’s, senior public leaders, panchayat leaders, gaon buras, students.
The celebration in Capital Complex saw old and young, women and children coming out in their best traditional attires and dancing to the tune of Daminda while prayers were offered to please the gods for a harvest.
Addressing the Dree celebration at Mahadevpur in Namsai, Deputy Chief Minister Chowna Mein hailed the community for preserving their age-old culture and traditions and their respect for dignity of labour.
Appreciating the effort of the community to make Lower Subansiri plastic free zone, Mein appealed to all to emulate them and make Namsai and the state plastic free.
Earlier, Mein unfurled the Dree flag while Parliamentary Secretary (Tax & Excise) Chow Zingnu Namchoom inaugurated the Dree festival.
Dree was also celebrated at Roing and Tezu with great enthusiasm.
At Roing, ABK Roing Unit President Mibom Pertin said that festivals should always be celebrated with the feeling of oneness understanding the meaning and the core value of the festival.

The Dree mythology was narrated by Chairman, Celebration Committee Bullo Tama.

Bandh against NEEPCO
ITANAGAR, July 5: The 12- hour bandh called by the Pare Project Land Affected Welfare Committee (PPLAWC) on Tuesday at the NEEPCO’s Pare Hydro Electric Project site passed off peacefully. Most of the offices including that of head of project remain closed while work remain suspended, claimed PPLAWC in a release.
The bandh was declared by PPLAWC in protest against NEEPCO’s negligence towards two point demands placed by them. The land affected people have been demanding for immediate appointment of 50 number of ITI trainees into service and cancellation of special recruitment for STs/SCs/OBCs conducted by NEEPCO.
The project affected people said that NEEPCO had promised to appoint 50 local youths and had accordingly sent them to various ITI to get training. However NEEPCO later turned their back on the promise, they allege.
“NEEPCO authority is taking our issue lightly, so we are left with no option but to launch more rigorous agitation them in project area of PHEP till our demands are fulfilled. Our second phase will start on 11th July onwards,” informed a member of PPLAWC.
CM bans sand mining, distributes ex-gratia relief to landslide victims
BOMDILA, July 5: Following the landslide in Bhalukpong in West Kameng, which claimed ten lives, Chief Minister Kalikho Pul on Monday has ordered that mining of sand, boulders, gravels etc at Tipi and other reserved areas be banned as it would lead to disastrous situations.
Highlighting the reasons for the manmade disasters, Pul suggested against construction of dwelling houses near the hill and river side. He directed the departments concerned to restore water supply, electricity, road connectivity etc on war footing.
Chief Minister distributed ex-gratia relief to next of kin of all the 10 deceased and those injured in July 1 landslide.
Ex-gratia relief of Rs 4 lakh each was given to next of kin of the deceased and Rs 1 lakh each to the four injured persons.
The Chief Minister handed the ex-gratia payment to the families of late Lil Bahadur Chetry, 56, late Dilip Kol, 16, late Hiren Barman, 52, late Durga Barman, 49, late Rina Barman, 25, late Pinky Boro, 40, late Sanjana Chetri, 9, late Niki Boro, 10, late Angel Lenuo Solo, 9 months and late Purnima Chetry, 43 during a simple function organized in the Indigenous Faith ground.
The CM also handed over ex-gratia relief of Rs 1 lakh to the injured Mohan Barman, 29, Dev Bahadur Mizar, 21, Santosh Thapa, 20 and Pankaj Siyakati.
In addition, the Chief Minister assured that the government would extend further help financially for the injured in their treatment.
The CM offered a government job to Samina Boro, as casual worker who lost her mother Pinky Boro and sister Niki Boro in the accident.
He informed that he had also asked the administration to use Rs 30 lakhs on its disposal for immediate relief activities and has sanction Rs 1 crore for further restoration activities.
Earlier, the CM soon after he landed in Bhalukpong, inspected the landslide affected sites at circuit house area where four quarters were swept away and nine buildings were completely damaged. The landslide had also damaged the IB and the new circuit house.
He also visited the RCC Bridge at Tipi, Khola camp and the market areas where the incessant rain for the last one week prior to the landslide incident had played havoc and caused untold sufferings.
Incidentally, during his inspection of the Tipi river embankments, the CM ordered immediate suspension of the EE (WRD) Bomdila on grounds of ‘willful’ absence and ‘dereliction’ of duties.
CM expressed regret on absentee officials who despite the tragic accident were not present in their posting place. Lamenting their absence, he asked the administration for disciplinary actions and suspension of erring officials.

The poor and the PDS

More than 12 years after Domin Loya and Bamang Tago filed a PIL in the Guwahati High Court against state govt and Union of India for corruption in the delivery of food items under Public Distribution System in Arunachal Pradesh, this year in June, former Director of Food and Civil Supplies, Dr N N Osik was convicted by the Court of district & Sessions Judge, Lakhimpur, that is currently looking into the case.
An offshoot of the PDS case, the Vigilance dept had filed a case against Dr. Osik in 2010 for disproportionate asset. The officer in question deposited 28 cheques amounting to Rs 2.89 crore in his personal bank account between 2002-2003.
The court documents reveal that Osik had issued cheques to PDS contractors at around the same time he was depositing cheques in his personal account. The court was told that the money was borrowed to purchase a hotel in Itanagar by his wife but claims could not be substantiated. Interestingly, the loaners were PDS contractors including two current PPA MLAs.
It is not difficult to conclude that there is a deep rooted connection among the political establishment, PDS contractors, Fair Price shop owners and the govt employees of all levels and Food Corporation of India in siphoning off the food meant for the poor tribal people of the state.
Even though the judiciary has been rather very slow in delivering a verdict but perhaps a start has been made with the Lakhimpur Court verdict.
While the people who do not have to struggle for food and in a position to speak up laugh at such misdeeds, there is hope that Court will catch up with those who deprived food to the poor people of the state sooner or later.
On the other hand, the scandal is not limited to deprivation of food to the poor, the multi crore scam has created a super rich club, who now dictates the politics of the state. The number games are very much decided by the PDS contractors and the contractors turned MLAs.
One remembers the case of Likha Maj, one of the top PDS contractors who declared the Chief Minister the messiah of the state, just few months into his job. Agreed that Chief Minister has turned messiah for many patients and their families who are struggling to pay their hospital bills, but the declaration of the contractor while he is set to get crores of rupees from state government under PDS, following Supreme Court order made the media personnel at the Arunachal Press Club where the press conference took place, cringe in extreme embarrassment.
While the court will decide who will be the next one to go behind bars, yours truly is reminded of a case related to food shortage in Kurung Kumey in 2009. For months together, the food did not reach Damin and Parsi Parlo area forcing the Deputy Commissioner to write to the state govt.
The letters by the DC, even though it pertained to the food for the poor people were obviously not even read. Angered at the turn of events, two young people, now a lawyer and an engineer sent out a press release warning that if food is not delivered, they will be forced to seek the help of China in delivering food.
The IB, not the Inspection Bungalow but the Intelligence Bureau in Itanagar picked up the story and dutifully sent it to home ministry. The then Chief Minister Dorjee Khandu was left red faced as the centre wanted details. More than 18 food sorties were arranged on a single day by the state but at the meantime, the two youngsters were arrested by the state police.
After a week, they were released. One of the condition set for release, not by the police but by the politicians were that the young men run from Banderdewa to Itanagar with the Indian flag to show their faithfulness to the country!
One wishes that flag and allegiance could fill the hungry stomach of the poor, who have been robbed systemically.
DA serves show cause notice to employers of child labour
TEZU, July 5: Lohit district administration has served show cause notice to four business establishments, including a garage for engaging child labours.
The district administration during a survey and inspection conducted recently along with Labour Department and district police in and around the Tezu Market area found six child labours working in a hotel, sweet shop, restaurant and a garage. The survey team covered 17 shops and establishments
The employers have been issued show cause notice under section 14 of the Child Labour Prohibition and Regulation Act, 1986.
While submitting the inspection report to the Deputy Commissioner, District Labour Information Officer Ozing Rukbo proposed the DC to continue the inspection by the Labour Department. He urged the DC to provide police and vehicle for carrying out the inspection on regular intervals. DIPRO
Dolo refutes allegation of shielding accused
ITANAGAR, July 5: Deputy Chief Minister Kameng Dolo on Tuesday refuted the allegations of shielding one Pronob Yangfo, who was recently arrested by the Pasighat police on the charges of forceful extortion.
It is unbelievable that my name has been associated with the criminal-minded person, Dolo said, while terming the allegation, which has gone viral in social media, as shocking, distorted and misleading and an attempt to tarnish his image before the society.
Denouncing any affiliations with Pronob Yangfo and Sama Yangfo, Dolo, who also holds the Home Department, said that there is no place for criminals in the society.
“No leniency should be shown to criminals, if he/she disturbs the peace of a society,” he said.
“I vehemently condemn the act of forceful donation and extortion. I have never interfered with the action of police”, Dolo said while denying that he made any phone calls or held discussions with anybody in this connection.
Hydro Power Corporation inks MoU with PSSC on skill development
ITANAGAR, July 5: Hydro Power Development Corporation of Arunachal Pradesh Limited (HPDCAPL) and Power Sector Skill Council (PSSC) signed a Memorandum of Understanding (MoU) in Delhi on Tuesday on skill development partnership. PSSC was established as per guidelines framed by National Skill Development Council (NSDC) for the Power Sector in India.
The MoU was signed considering the shortage of skilled and certified manpower in the power sector. The MoU was approved by the Chief Minister and executed by HPDCAPL Managing Director Toko Onuj and CEO, PSSC Vinod Bihari in presence of Parliamentary Secretary Hydro Power Phosum Khimhum.
With this MoU, the HPDCAPL will be a nodal agency of skill development training in power sectors including power supply, transmission, distribution and renewable energy and power equipment and manufacturing. The general purpose of the MoU is to increase the skilled labour pool in Power Sector and the parties will cooperate based on principles of mutual benefit.
Both parties agreed to further collaborate in the area of skill development to enhance industry participation. The HPDCAPL will identify a suitable nodal officer at each location of training familiar with local conditions and geography to ensure effective management of the training programme and also to coordinate with various agencies including PSSC.
HPDCAPL will develop comprehensive training calendar covering various categories of workforce. On the other hand PSSC will regulate the skill development activities in the industry including development of National Occupational Standard(NOS) and Qualification Packs(QPs), a release added.
ABK wing seeks cancellation of IMFL plant
ITANAGAR, July 5: The Adi Baane Kebang, Women Wing has appealed for cancellation of the proposed IMFL Distillery and Bottling Plant at Industrial Growth Centre, Niglok under East Siang.
In this regard, the ABK, WW members met the Commissioner (Industries) on Monday and apprised not to give clearance for the IMFL plant.
The ABK, WW stated that the proposed site of the IMFL plant would be sharing a common campus with the upcoming Sainik School and will not be conducive for the school. The presence of IMFL bottling plant and marketing activities in the doorsteps of the school will increase the occurrences of various crimes and domestic violence leading to chaos in the area.
Further, it added that ABK,WW have always been striving and fighting for a clean society by trying to eradicate drug abuse, alcohol menace and other social evils for the last many years. The students and youths are seriously affected by the alcohol menace in our society, while the Wine shops have increased leaps and bounds, added the ABK, WW.
Assuring of addressing the issue, the Commissioner (Industries) also stated that the location of Liquor bottling plant in the vicinity of the Sainik School would not be appropriate and conducive for the school environment.
Vanamahotsava observed

ITANAGAR, July 5: The 67th Vanmahotsav was observed across the state by conducting plantation programmes.
The Environment & Forest Department in collaboration with Ramle Banggo Social & Environmental Protection Society planted around 100 saplings in the Nari ADC office premise on Tuesday.
Addressing the function, Nari ADC, T Pada called upon all to take advantage of the occasion for protecting environment through massive plantation. He asked the govt officers and leaders to take active part in such programme and protect the greenery of the area. He also urged the foresters and NGOs to protect the remaining forest cover in the area and encouraged the local villagers to adopt such plantation projects.
Further, taking a serious note on poor participation of government officials in the programme, the ADC warned of serving show cause notice to the absentees.
ZPM Nari-Seren, Kenyom Dabii stressed on development of plantation sites along Assam-Arunachal boundary areas. Informing that there is provision of plantation scheme in Panchayati Raj, Dabii urged the forest department officials to coordinate with the public for successful implementation of the scheme.
Range Forest Officer, Nari, Omang Moyong Bam spoke on the adverse effects of deforestation. She requested the local people to discourage any act of deforestation.
She also informed that forest department was supplying saplings of various species for plantation in their surroundings.
Ramle Banggo Social & Environmental Protection Society, president, Mohen Rina pointed towards poor economic status and lack of cultivated land of the rural people as main cause of deforestation. He stated that illegal trade of timber and other forest products and mushrooming of Band Saw Mills are posing serious threat to the forests.
Deputy Ranger, N Kadu, NGO member Gokom Kamsu also spoke on the occasion.
The forest department plans to conduct massive plantation drives at different villages of Nari and Seren circles to mark week-long Vanamahotsava.
At Tezu, the Forest & Environment Department in collaboration with NGO Jaw Krong Foundation Trust observed Vanmahotsava at Lohitpur in the Animal Training School (ATS) under 9th ITBP camp.
Describing the causes of deforestation, CCF, Dr. K. Kire stated that illegal timber business was one of the main causes.
DIG 9th ITBP, Dr. Nawaz Shariff called on the jawans to plant two seedlings each to secure five marks in their examination. He also stated of organising 10 days plantation camp in the neighbouring villages.
Around 100 saplings were planted by various dignitaries and jawans of ITBP in the function.
DFO, S. Manyu and Forest Officer, Abhinav Kumar also spoke in the function which was participated by CF, Jitendra Kumar, jawans and other officers of 9th ITBP.
Chief Minister visits Ziro Hospital and school
ZIRO, July 5: Chief Minister Kalikho Pul on Tuesday visited General Hospital, Ziro and assured complete overhaul of the decade-old hospital building.
During his visit, the chief minister found the hospital infrastructure in a deplorable condition besides acute shortage of manpower, medical equipments and machineries.
He asked the health authority to submit a comprehensive proposal mentioning all requirements such as medicines, manpower, equipment and machineries including all renovation works and new constructions if need be.
The CM asked the authority prepare proposal purely on need base, and said that the government would fund for a complete proposal rather than for piece-meal requirements.
He inspected the eye operation room, blood bank, X-Ray room, maternity ward, neonatal intensive care unit, operation theatre and also visited few patients and enquired them about the facilities being provided and sought to know if they were satisfied with it.
Pul also inspected the Government Higher Secondary School, Ziro and reviewed the status of infrastructure and other facilitates.
Each classroom in the school accommodated 150 students on average leading to overcrowding. The school built in 1953 urgently need complete renovation and overhauling, urged the school authority.
The school authority placed the demand for two subject teachers, including a senior teacher for English.
Also they appealed to the Chief Minister for funds for construction of school boundary wall.
The Chief Minister instructed the authority to prepare a proposal for complete requirement of infrastructure and manpower and also enquired on the staff position such as peon, sweepers etc. He also asked them to prepare proposal for internal roads and directed to construct cattle trapping facilities and drainage facilities with proper sewage system.
Dolo concerned at racial discrimination
National Integration Camp begins
ITANAGAR, July 5: Expressing deep concern at racial discrimination on North East people in mainland India, which he attributed to ignorance and lack of opportunity to know each other closely, Deputy Chief Minister Kameng Dolo hoped that the six-day national integration camp being organised by National Youth Project (NYP) at Dera Natung Govt College, Itanagar will expose the unique traditions and cultures of the state and help India become one family.
In his inaugural address on Tuesday, Dolo said “the participating campers would learn state's unique traditions, cultures, religions, communities and language and the spirit of communal harmony to help India become one family. The camp would turn a harbinger of peace, he added while lauding National Youth Project (NYP) director Dr S N Subba Rao, lovingly called Bhaiji, for putting this infant state in national map through trips for getting Indians to get exposed to state's rich cultural heritage.
He appreciated the state NYP president H P Biswas and vice president Pradeep Kumar for skilling over 50,000 people of Arunachal belonging BPL categories and unemployed youth in different trades to make them employable. Creating a national record of uniting the youth from all over the country is praise worthy, he said and urged the NYP to send all guests back home as state ambassadors.
"India is a vast nation and learning every state, its people and culture is next to impossible", said Power Minister T N Thongdok, in his address. He lauded Bhaiji for this initiative to unite the people by uniting their hearts, particularly from this remote isolated state of Arunachal Pradesh, which undoubtedly would unite the nation.
Arunachal from NEFA has been marching forward as the people live in communal harmony, Thongdok said, while referring to sarvodaya andolan on Gandhian philosophy with same objective.
Referring to diversity of India, he recalled the time during 1962 Chinese aggression after when many of us went to Assam that led to close cultural integration with the neighbouring state, which he reflected in his emotional Assamese song. There is no distinction among the Indians, he said and exhorted the youth to remain Indians by heart.
Explaining the relevance of the camp, Biswas said this is 12th national camp in this state, organised against all evens and odds. He exhorted all to think, act, and work in unison as Indians for the camp to meet its goal.
This tribal dominated state is unique as happiness and sorrows instead of individual are shared by the masses reflecting community living, Kumar said and appreciated both the lawmaker guests, various GoAP departments, DNGC and good Samaritans for their wholehearted support.
Around 500 youth including women from 28 states and union territories are participating in the event.
Low Cost Sanitary napkin production unit launched at Khonsa
KHONSA, July 5: A sanitary napkin production unit of ‘WE CARE’ was launched at DC office complex, Khonsa on Tuesday by Tirap DC Ravi Jha.
Addressing the function, the DC said that the concept of hygiene was found to be lacking in the villages and the situation is grim in the remote villages of the district.
Stating from a report, DC Jha said that as per the survey conducted in collaboration with NERCORMP Tirap, it was found that village women do not use any kind of sanitary pads during their menstrual cycle. The findings of the research was that many women in the village used scrap cloths or nothing, the very traditional method for managing monthly period, leading to many health related problems for the women folk. The reason behind non-usage was attributed by them to lack of awareness and monetary constraints.
Further, majority of the women expressed willingness to use pads if a low cost alternative is made available to them and consequently the Low Cost Sanitary Pad Project has been undertaken in the district. The project is based on the low cost sanitary pad machine invented by Arunachalam Muruganantham of Coimbatore who is one of the vanguards of sanitary pads movement in India.
The operation of the project is run by Women Development SHG under the aegis of NERCORMP, Tirap. The cost of an eight pad packet will come around to Rs. 23 only. The project will have benefits of good health, improved hygiene and employment creation while giving an impetus to SHG movement in the district. It will also create sales and distribution models through village level women entrepreneurs.
Further, ‘WE CARE’ pads are UV rays sterilized and adhere to BIS standard for sanitary napkins. The product will be available at lowest market price and is fully biodegradable under compostable condition, solving the problem of rural disposal and ensuring minimal damage to the environment.
Governor , CM extends Eid greetings
ITANAGAr, July 5: Governor JP Rajkhowa and Chief Minister Kalikho Pul greeted people of the State on the occasion of Eid-Ul-Fitr, which marks the culmination of the Holy month of Ramzan.
Governor expressed hope that the festival will inspire all to follow the path of peace, harmony and tolerance.
May the noble ideals of Id-ul-Fitr fill our lives with peace, prosperity, harmony and happiness and unite us all in the spirit of universal brotherhood of entire humanity, the Governor wished in his message.
In his message, Chief Minister expressed the hope that the spirit of hospitality and generosity which marks the celebration of the festival will promote feeling of universal brotherhood among all the citizens.
Committee demands jobs for Tawang firing victims
ITANAGAR, July 5: Members of the 302 Action Committee of Tawang led by its chairman L T Khom along with representatives of May 2 Tawang firing incident victims, called on state Chief Secretary at her office chamber here on Friday last.
The committee also submitted a representation to the Chief Secretary wherein it has demanded for granting of government jobs to the kith and kins of the victims of May 2nd Tawang firing incident as per the recommendation of the National Commission of Schedule Tribe. It also appealed to the GoAP to complete the enquiry into the incident soon.
Further, in the representation, the Committee stated that the compensation amount of Rs. 6 lakhs granted by the GoAP to the victims was not enough to meet the medical expenses of the two critically injured persons namely; Wangpo Thuthan of Bomba village and Ten Wangdi of Pempling village who are still undergoing treatment.
It further claimed that the GoAP’s assurance to provide jobs to the kins of the 2 persons who died in the incident is yet to be fulfilled while, 17 other injured persons have also not received compensation from the government.

PASIGHAT, July 5: Taking serious note on involvement of tenants in illegal activities, East Siang District Magistrate (DM) Isha Khosla has made tenant verification mandatory in the district. In an order, the DM said “Before letting out any rent house or rooms, the identity of proposed tenant is to be verified by the police officials.
“There are increasing cases of murders and other serious crimes by tenants or maids wherein the victims and their relatives are even unaware of their original whereabouts. It is very important to have in-hand information of tenants residing in township as well as the guests visiting hotels and lodges. With the safety being prime concern, it is mandatory for the owners to provide full information of tenants to the nearest police station,” the order reads.
Violation of the order will invite punishment under Section 188 of the Indian Penal Code which is a month’s simple imprisonment or fine or both, the order further said.
Sending a strong message of “No Helmet No Entry” under MV Act 1988 U/S 129, the district administration also prohibited entry of two-wheeler riders sans helmet in offices. Citing the Section 129 of the MV Act which mandates that every person driving or riding pillion shall wear protective headgear, Khosla has instructed the DTO for effective implementation of the MV Act. Accordingly, M V officials sent back hundreds of offenders who were trying to enter in DC, SP and other offices. She appealed all two-wheeler riders to use helmet, follow traffic rules and to carry valid documents while on road.
It is reported that miscreants and anti-social elements are active in Raneghat, Komlighat and Shamshanghat and regularly using alcohol and drugs, disturbing the peaceful environment of Pasighat township.
Expressing concern over the involvement of younger generation in such illegal activities, the DC in another order has directed all the duty magistrates to intensify the police patrolling specially during night covering the bank of river Siang right from Raneghat to Shamshanghat. Cooperate with HPC, appeals TAHWA of Upper Subansiri
ITANAGAR, July 5: Upper Subansiri district unit of Trans Arunachal Highway Welfare Association (USDU of TAHWA) appealed to all intellectuals, senior citizens, students’ organizations and Panchayat leaders to cooperate with the High Power Committee (HPC) constituted by the State Government for cross-verification and re-assessment of assets for payment of compensation under TAH project from Tai to Bopi in Upper Subansiri district so that it can carry out its entrusted duty without any difficulties.
While extending its full cooperation to the HPC, the association lamented that the HPC, who arrived in Daporijo on June 10 for the purpose, had to return empty handed as the team could not even locate the centre point of Right of Way (ROW). The association also stated that the person, who was authorized to supervise the pegging and marking of ROW, is currently on leave and there was no one to look after the work.
Further, “there was no point to blame USDU of TAHWA for delay of the project as well as for not releasing the compensation for those genuine and approved beneficiaries, the release said.
Mobile service, electricity supply affected in Geku
YINGKIONG, July 5: The people of Geku and Katan circles have been facing lots of problem due to disruption in two most essential public utility services --BSNL mobile service and electricity – since last few months.
BSNL mobile service at Geku and the hydropower generator at Sili remained defunct since last few months causing great inconvenience to the people.
The aggrieved people, in a meeting on June 26 demanded the authorities concerned for immediate restoration of the two essential services at the earliest in the greater interest of the public of Geku and Katan area. DIPRO
Ambulance donated to CHC
BOMDILA, July 5: An ambulance was donated to Community Health Centre (CHC) Rupa on Monday by Devi Energy Private Ltd.
Handing over the ambulance at CHC Rupa, Dikshipam Hydro Power Project, Director, DK Thongdok urged the DMO, Dr. TC Khrime and SMO i/c CHC, Rupa, Dr. SK Thongon to ensure proper upkeep of the vehicle and to use it only for the purpose for which it has been donated. He also assured to introduce other welfare schemes for the region under the Corporate Social Responsibility (CSR).

SDSU highlights lack of school facilities
ITANAGAR, July 5: The Siang District Students’ Union (SDSU) has appealed for improving the education scenario in the newly created Siang district claiming that all the schools in the districts are running short of teachers. In its representation to the chief secretary, it said that blaming the teaching fraternity and suspension of the headmaster for the poor performance of the school is not justified.
Claiming that during the last academic session large number of teachers were transferred from the district without any relievers which compelled the students to appear for the examination without even completing the syllabus, it said adding blaming teachers may discourage them.
The union further blamed lack of maintenance in most of the schools in the district which are lying in deplorable condition for the poor performance by the students.
In such situation, it is quite tough for the school authorities to teach, tame and control the students. Hence, students are always at the receiving end, the letter reads.
SHGs formed
ITANAGAR, July 5: 100 nos of SHGs were formed from Laji Bogia, Bulla, Hanoko and Hong villages of Lower Subansiri district on July 2 last under the banner of North East Multipurpose Development Society (NEMDS).
NEMDS members later highlighted various benefits and functions of the SHGs to the new members.
‘Conduct exam judiciously’
ITANAGAR, July 5: The Arunachal Pradesh Government Departmental Labour Union (AAPGDLU) has written to the Lohit DC for judicious conduct of written examination for group ‘C’ posts to be conducted shortly. It requested for installing CCTV camera in the examination hall for better monitoring.
Union draws attention towards shortage of teachers
ITANAGAR, July 5: The All Tagin Students’ Union (ATSU) has in a representation submitted to the Parliamentary Secretary (Home) drawn his attention towards the shortage of subject teachers at GHSS, Daporijo and urged him to take immediate steps to address the issue.
It claimed that students are having a difficult time as the teachers for Geography, Physics, Hindi subjects have retired last year and no one has been posted to the school in their place. The school has faces shortage of English, Physics, Chemistry and Mathematics teachers, it added.
Cancel transfer order of teachers
ITANAGAR, July 5: The All Kra Daadi District Students Union (AKDDSU) has in a letter to the Director of School Education(DSE) on Tuesday appealed to him to cancel the transfer order of two Junior Teachers of Govt. Middle School, Meer and GSS, Tali of Kra Daadi district to GHSS, Yazali in Lower Subansiri district.
It further claimed that despite submitting a memorandum to the concern authorities earlier for posting of subject teachers no steps have been initiated so far to address the issue.
‘The entire schools of the district are facing shortage of subject teachers and instead of posting teachers in the newly created district how can the department issue transfer orders of the teachers’, the union questioned.
Orgs. propose Dr. Joram Begi as SIC chief
ITANAGAR, July 5: In a joint memorandum submitted to the Chief Minister, Kalikho Pul, the Nyshi Welfare Society and All Arunachal Justice Forum (AAJF) on Tuesday urged him to appoint Joram Begi to the post of Chief Information Commissioner which is lying vacant for last so many months following the retirement of Y.D Thongchi.
Highlighting the contribution of Begi in the field of social reformation, literature, art and culture, the two organizations further urged the CM that a multidimensional person of Begi’s stature should be duly recognized and his potentials used for the well fare of the people of the state.
WASE lodge complaint
PASIGHAT, July 5: The Women Against the Social Evil (WASE) lodged a complaint with the Superintendent of Tax & Excise Department against two wine shops in East Siang for allegedly ignoring the closing time of wine shops.
During a checking, the WASE claimed to have found a wine shop at Bilat town remain open beyond midnight and another one until 8.15 pm in violation permitted trading hours.

Hope from new ministers
The second major expansion of union cabinet was held today. Nineteen new Ministers
of State have been inducted in the Union Council of Ministers. Besides, Minister
of State with independent charge, Prakash Javdekar was elevated to the Cabinet rank.
Of the nineteen new ministers, 17 are from the BJP, one each from Apna Dal and RPI.

shows the seriousness on the part of BJP to woo UP voters. Uttar Pradesh now has

Dear Editor,
Heartiest congratulations to both Zoological and Botanical Surveys of India for their
consistent efforts in adding new flora and fauna species (445 new species added in
2015) of India, previously unknown to science. More such expeditions and explorations
should be funded and encouraged in the remote and inaccessible reaches of the Indian
states of Jammu and Kashmir, Himachal Pradesh, Uttarakhand, West Bengal (North Bengal
with particular emphasis to Darjeeling district), Sikkim, Arunachal Pradesh, Assam,
Meghalaya, Nagaland, Manipur, Mizoram and Tripura; Lakshadweep and Andaman& Nicobar
island chains; Western Ghats; and remote areas of Odisha, Jharkhand, Chhattisgarh,
Madhya Pradesh, Andhra Pradesh and Maharashtra, can pay rich dividends in terms of
finding more new species of animal, plants, fungi and lichens. I further suggest
that India works in close association with other SAARC member countries sharing borders
with India (Pakistan, Nepal, Bhutan and Bangladesh) for identifying numerous transboundary
species and their aerial, water and land migratory routes and/or corridors. Similar
initiatives with China and Myanmar along the sensitive border regions will also help
India tremendously in building the national database of several species along the
vast Indo-

The political retrospection and questions
Dear Editor,
Yet again Arunachal is gripped with political uncertainty. Its PPA vs BJP this time with the Congress closely watching the drama getting unfolded and people praying for an end to this unending political intrigues.
It is alleged that the BJP is only getting desperate to share the pie out of the PPA’s plate after all without the BJPs support, so called “outside support” PPA only had a ‘begging bowl’ and Kaliko Pul a political ambition. Why is that the BJP and the PPA now stand divided? Was it always about political power and greed?
It will be a travesty of democracy if PPA is forced to merge with the BJP after all
it was the Congress that won the 2014 Assembly election without dispute. The BJP
has many questions to answer. Chief Minister has to also come clean about his understanding
with the BJP-
As for the Congress, it has waited too long for the justice to be delivered by the
Apex court. It has to start its own political movement starting at the grassroots
level. The party High Command needs to take the episode of Arunachal to the mainstream
politics after all Nabam Tuki stood the ground against all odds specially when BJP
made its intentions clear regarding the Congress-
As for the voters, it needs to learn from this political drama that grassroots leaders
are more dependable compared to the business person-

Let there be fair selection
Dear Editor,
Today I went for interview at DHS for District Coordinator under Clinical Establishment Act, 2010. I was hoping for some genuine interview but to our bad luck, this interview also seems just for name sake. Most of the candidates’ complaint about irrelevant questions asked during the interview. I really want to know where deserving candidates without strong background and uncle/aunty at the department have chance to work.
Do they really think we will tolerate every time. I and my friends will definitely verify the selected candidates after selection through any means such as RTI Act.
I would like to request various student unions and concern persons to intervene into the matter and please stop illegal practices during recruitment specially walk in interview.
Let deserving candidate have the opportunity to work. Beside, people coming in the department through recommendation and other means cannot match with the competence of genuine candidates.
I would also like to request the department to declare the result with particulars like qualification, experience and Mark scored during interview.
